Dawn Quye-Joyce is an experienced children’s homes consultant and mentor specialising in supporting new and aspiring providers to successfully open and run regulated children’s homes in England.
With extensive hands-on experience across the full children’s homes lifecycle, Dawn supports individuals and organisations from early concept and feasibility through to Ofsted registration, operational readiness, and sustainable compliance. Her work is firmly rooted in the Children’s Homes (England) Regulations 2015, SCCIF, and real-world regulatory expectations.
Dawn is known for her calm, structured, and realistic approach. She works closely with mentees to demystify the process of opening a children’s home, helping them understand not just what Ofsted requires, but why those requirements exist and how to meet them in a way that is ethical, child-centred, and commercially viable.
Her mentoring typically supports:• first-time providers navigating registration and compliance for the first time• social care professionals transitioning into ownership or leadership• investors seeking a compliant and values-led operational model• providers struggling with stalled registrations, quality concerns, or regulatory uncertainty
Areas of mentoring expertise include:• provider readiness and Ofsted registration strategy
• policies, statements of purpose, and regulatory documentation
• Responsible Individual and Registered Manager roles and expectations
• location assessments and risk profiling
• safeguarding, quality of care, and leadership culture
• sustainable governance and compliance systems
• realistic timelines, costs, and common pitfalls to avoid

Dawn’s mentoring style is supportive but honest. She does not over-promise or encourage shortcuts. Instead, she focuses on building confident, informed providers who understand their responsibilities and are prepared for the realities of running a regulated service.
Above all, Dawn is passionate about raising standards in children’s residential care and supporting providers who genuinely want to do things properly, from the outset.
