
Matthew Hall is a renowned cybersecurity, software, and hardware engineering specialist currently serving as Co-Founder and CTO of a Stealth Mode AI QA Startup.
Previously, Matthew spent over nine years at Resilience, where he led technical innovation. He played a pivotal cross-functional role in scaling the global cyber insurtech and SaaS firm from its Seed stage to a $900M+ Series C valuation with over 250 global employees and thousands of clients. At Resilience, he oversaw areas of engineering, product, strategy, research, and rapid prototyping.
With a deep background in enterprise architecture, low-level systems, and networking equipment, Matthew brings extensive experience in scaling complex technology startups from inception to global reach, making him a helpful resource for navigating technical, personal, and organizational growth challenges.
His hands-on technical achievements include creating unified full-stack global systems and integrations for underwriting, policy administration RQBDI process, finance / tax, compliance, and bordereau and API reporting, inventing a modular insurance policy assembly system, architecting high-concurrency microservices for threat intelligence collection and analysis, both for IOCs and client Internet exposures, and automatic document ingestion and processing pipelines, and enterprise data warehousing and reporting. Additionally, he guided the company through SOC 2 and ISO 27001 certifications while establishing robust identity (including HRIS deployment), observability, and regulatory ecosystems, and creating systems for KYC, AML, and PEP screening for regulatory compliance.
Before his tenure at Resilience, Matthew worked at HP Networking, Yahoo!, Cisco, and several cybersecurity startups including Mu Dynamics (acquired by Spirent), Morta Security (acquired by Palo Alto Networks), and ThreatStream / Anomali. As a core engineer and security services architect at Anomali, he developed sophisticated cyber intelligence data collection capabilities and integrations for major security devices and software systems for their widely-used cyber intelligence collection and sharing platform.
Matthew holds several U.S. and international patents for his work in cybersecurity and systems engineering. He earned a B.S. in Computer Science with a Minor in German from the University of the Pacific in Stockton, CA.
